Hello Ken,
You have some interesting ideas on ocean energy. Unfortunately the state of OET is still in it's infancy, although several trial tests are being conducted worldwide. I know that it can be difficult but I would try to get a prototype built. It doesn't have to be a large scale project
but a demonstratable system could get you some funding for a bigger project. Keep thinking outside the box,
