Madison – RENEW Wisconsin reacted with sharp criticism to the Governor’s plan to divert ratepayer dollars from Focus on Energy, Wisconsin’s energy efficiency and renewable energy program, into general revenues to balance the state’s budget.


In his 2005-2007, Governor Doyle proposed to cut $53 million, or approximately 40 percent from the Focus on Energy program (also known as “public benefits”).


“If adopted, these cuts would turn Wisconsin’s energy priorities upside down. State law requires agencies to pursue energy efficiency as the preferred approach for meeting Wisconsin’s energy needs,” according to Michael Vickerman, executive director of RENEW Wisconsin, a Madison nonprofit organization that promotes renewable energy.


“Any kilowatt-hour of electricity needlessly produced because we didn’t have adequate conservation funding undercuts the state’s energy policy, which favors conservation and renewables over coal, the primary source of Wisconsin’s power.”


“In what way is it in Wisconsin’s interest to become even more heavily dependent on this imported and polluting fuel source?” Vickerman asked.


In the previous budget, Focus on Energy lost more than one-third of its funding to diversions into general revenues.


“We were hoping that the consensus package recommended by the Governor’s Task Force on Energy Efficiency and Renewables would have protected Focus on Energy from these budget cuts,” said Vickerman.


The Task Force report, released last December, called for strengthening the Focus on Energy program; increasing the amount of Wisconsin’s electricity that is produced with renewable sources such as the wind, sun, and agricultural materials; and encouraging energy efficiency and renewable energy through other policies.


“We want the recommendations adopted, and that includes full funding for Focus on Energy,” Vickerman added.

On Day Kyoto Takes Effect, San Jose Students Demand that
CSU Chancellor Reed Bring Clean Energy to CalState





San Jose: Over fifty students rallied for clean energy at San Jose State today as the rest of the world began implementation of the Kyoto Protocol, the international treaty to stop global warming. Students gathered on campus to hand out slushies made with solar energy by Greenpeace’s “Rolling Sunlight” solar truck and called on CalState University (CSU) Chancellor Charles Reed to quit stalling the development of a clean energy policy for the statewide university system. Rallying students held up signs that read, “Reed: Why wait? Clean Energy for CalState.”


“On the day that the world is moving forward on clean energy, we want to make sure CSU is not being left in the dust,” said Evelyn Gutierrez, a senior at CSU who spoke at the rally. “Already the UC system and the cities of San Francisco and San Diego have committed to clean energy. We want 25% of CSU energy to come from renewables like wind and solar by 2014.”


Institutions across the state are committing to clean energy. Greenpeace and students persuaded the University of California system and the Los Angeles Community College District to make significant investments in clean energy and energy efficiency. CalState is the last major public educational institution in California to develop a clean energy policy.


RenewCSU, the statewide student campaign working to bring clean energy to CSU, sponsored the event. The group has been working to ensure that the Board of Trustees and Chancellor Reed create a strong clean energy policy for CSU by summer 2005. Last May the Board voted to create a committee of students, faculty, and staff that will complete a cost-benefit study and recommend clean energy goals in July. The
committee has met only once since May, and the Chancellor’s office has yet to sign a contract to have the cost-benefit study completed.


“Chancellor Reed has waited nine months to respond to the requests of his own Board and over a year to respond to the challenge of his students,” said Josh Lynch, Greenpeace Organizer. “The students are out here to send a message that we will not wait another five months to see progress. Our future can’t wait for another energy crisis for CalState to move forward.”


The campaign has been widely endorsed by CSU students, faculty, and politicians across the state who support clean energy and sustainability.


“CSU students want clean energy and it is time for Chancellor Reed to work with us to Renew CSU,” said Lynch.

Astris Energi Signs Co-Venture Agreement with Plasma Environmental Technologies



MISSISSAUGA, ONTARIO, Feb 24, 2005 - Astris Energi Inc. (OTCBB: ASRNF), the world's leading alkaline fuel cell (AFC) technology company, announced today that it has signed a Teaming Agreement with Plasma Environmental Technologies Inc. (PET)(TSX VENTURE:PE) of Burlington, Ontario for the development of a real-world installation utilizing PET's hydrogen-producing waste processing system and Astris' AFC technology.


PET co-owns the rights with Kinectrics Inc. to a plasma-assisted gasifier ("PAG") technology that allows for the destruction of municipal solid wastes, both hazardous and non-hazardous, and converts them into a syngas that is rich in hydrogen. Waste (feedstock) that may be converted into hydrogen by the PAG includes sorted municipal solid waste (MSW) with a high BTU value, agricultural waste, de-watered sludges, and chipped tires. The energy produced can either be sold, or used internally to supplement the site's electricity costs. This form of distributed, alternative energy is a rapidly growing niche market.


The first of three phases outlined in the agreement will be to determine the suitability of the hydrogen gas produced in the PAG waste destruction process for use in Astris' hydrogen AFC systems and for PET to make adjustments, if necessary to their current PAG.


Upon completion of Stage 1, Stage 2 of the Agreement calls for PAG installations that will be developed to demonstrate the practical application of the PAG process in conjunction with Astris' AFC-powered generators. It is anticipated that this Stage will be financed by appropriate stakeholders such as local, provincial, or federal governments, or special interest groups.


In addition, PET has agreed to introduce Astris to any of its current or future clients who might desire to purchase or use Astris' services or products. For this, PET will be paid a mutually agreed to commission.


"Hydrogen distribution is currently a large component of the total fuel cost for our fuel cell systems, directly impacting operations costs," said Peter Nor, VP Marketing and Corporate Development of Astris Energi. "The PAG installation could supply hydrogen where it is needed. The waste stream produced at a manufacturing plant for example, could be used to produce fuel for special purpose vehicles powered by AFCs, such as fork-lift trucks and golf cars. This Agreement with PET has the potential to develop significant new revenue streams for Astris."
